Why not just include an optional param in the call to get a story that lets the caller decide if the hit counter should be incremented?

Hmm. So how many themes even use the COM_siteFooter override? And how
many of those do count the hits? Anyone want to venture a guess?
Sounds like it would be safe to call COM_hit (now that we're really
using it ...) before calling a theme-provided siteFooter function.
