Actually, I don't see any code for the static page config in a fresh
install or database upgrade. The only thing that seems to work for me is
(after a fresh install) to uninstall the static pages plugin (from the
Admin's Plugin menu) and then reinstall it from there. Then I get a
config GUI for it.

What am I missing?
