Something's not right here (from admin/config/menu_element.thtml):

IE 7]><!--></a><!--<![endif]-->

The <!-- starts a comment. It ends with the next -- i.e. with the <!-->
And so we're left with a sole </a> with no matching <a>.

Unless this is some elaborate hack to achieve something specific in IE7,
I think the entire comment, i.e. everything after the </b></a> should be
removed.
