Adding the anchor was a hack to be able to reuse the existing URL while adding an API. And parsing the tooltip text out of that page was a clever hack on top of that. As usual with these sort of constructs, it's going to break eventually.

Are there any 3rd party plugins that make use of the anchor?

If that's necessary, please give it a more descriptive name. I don't think we should have version numbers in these sorts of identifiers.
