I disagree. If the plugin developers want to get a hold of the database
connection object and start writing code 1.3.x style then they can have
at it. Only thing they'd have to do is implement the Plugin API. After
that, how much or little of the framework we have that they use would be
up to them.
Great points on documentation and toolkit needs...couldn't agree me.

Any word on how well (of if) filemgmt comments worked with CVS 1.3.10?
What is checked into CVS now seems to work for me, though Dirk said
it wasn't working with geeklog.net (could you be more specific Dirk?).

I was just on the php.net site and saw a note about the PHP 5 Coding contest
awards.
The project PRADO won hands down:
