Unfortunately the update process will not pull in the complete blacklist. It
is taken from a rss feed that list the last 100 changes to the blacklist.
The master blacklist is available from
http://www.jayallen.org/comment_spam/blacklist.txt
but you will have to parse out the comments to make it usable. You would
need to make an initial import module to do this.
