Yes.

With comment spam becoming more and more of a problem, many sites will
probably switch to blocking comments for anonymous users. On the other
hand, not everyone will want to sign up with every other site just to
leave a comment. So distributed authentication (or whatever you want to
call it) is an interesting feature for us.

That's a relatively recent addition to CVS (last weekend or so ...).

If I ever come around finishing the next version of the blog plugin,
it'll be based on PEAR::XML_RPC as well.
