[geeklog-users] Problem with new Geeklog installation

Greetings!

I just finally got Geeklog 1.3.8-1 installed under Apache 2.0.47 and
PHP 4.3.2 on RedHat9 after a fair amount of difficulty, and the site
seems to look okay, but has some odd behavior.

For example, I can log on as Admin and go to the User Manager, but
when I click New User or one of the users' names, nothing happens (the
page just reloads).

Specifically, when clicking on New User, the URL changes from
/geeklog/public_html/admin/user.php to
/geeklog/public_html/admin/user.php?mode=edit, but looks exactly the
same.

The same thing happens when I try to add a new story, link, poll,
event, or topic, although adding a new block I do get the form to add
one, but then when I submit it, I get an Access Denied.
