Are you logged in as the Admin (root user) or as a "normal" Story Admin user?

In the latter case, please check your topic permissions carefully. You
need to have proper access to the topic before you can post stories under
it. Recent versions or Geeklog are somewhat more picky with regards to
topic permissions.
