Blaines file management plugin should be a pretty good start All you 
should have to do is figure out how to integrate the GL security on each 
file (code from the stories, links, etc should be a good starting 
point).  If you don't have any php-fu then you can ask Blaine superly 
nicely and maybe, just maybe...
