*An Eyman kind of year at the polls*

As of today, a month before the November election, I'd bet Mike McGinn is
going to be the next mayor of Seattle.
And Susan Hutchison is going to be the next King County executive.
Why that odd couple?
Because it feels like a Tim Eyman kind of year.
Say what? Before you go pointing out the ways McGinn (a greenie liberal
lawyer) and Hutchison (a sort-of-Republican former newscaster) have
absolutely nothing in common with one another, let alone with Eyman (an
anti-tax initiative mercenary), there is one key way their stars are
aligning this year.
They are the anti-establishment. At a time when the old-guard power
structure is about as popular as a swine-flu sneeze (see Nickels, Greg).
You can see the surly mood in a new poll on Eyman's latest: His
government-limiting Initiative 1033 is ahead by a whopping 30 points, 61 to
31 percent.
My hunch isn't that voters think Eyman has stumbled on a brilliant idea
(think the blind squirrel finding an acorn). It's that Eyman's longtime foil
? government ? seems tone-deaf right now to people across the political
spectrum.
Enter McGinn.
"If you want a mayor who's going to go along with the same big businesses
and unions that have set the agenda in Seattle for a long time, then I'm not
your man," McGinn told me.
I watched McGinn as he went before The Seattle Times editorial board last
week and proceeded to disagree with the establishment position about most
everything.
He's not easily pigeonholed. Is he a liberal? Well, yes. But when he's
indicting the shaky financing of the $4.2 billion waterfront-tunnel project
you could be listening to ... Tim Eyman!
"The tunnel's going to be the largest tax increase in Seattle history," he
says, "and that's before the cost overruns. Shouldn't they let us at least
vote on that?"
So both the business and labor establishments are rallying around McGinn's
opponent, Joe Mallahan. The outsider status Mallahan once had now is blurred
in a blizzard of checks from the insiders.
McGinn says he's no obstructionist. Except when government tries to foist
stuff on people they don't want.
Such as the tunnel. Or that big roads and transit package in 2007. McGinn
led the campaign to defeat that, then helped put just the transit portion
back on the ballot. It won overwhelmingly.
"That isn't a record of obstruction, that is listening to what the public
wants and then making it happen," McGinn argues.
McGinn is on to something. I'm opposed to a tunnel vote myself, as Seattle
already seems bogged down in too much talking and not enough doing. But
cynicism about government right now is epic. People see it as catering to
narrow special interests.
So McGinn is offering a kind of lefty version of Eyman's populist pact. Go
around the old power structure. Go straight to the public with your ideas.
Or go the way of Greg Nickels.
Now over in the King County executive's race, there's no official Democrat
vs. Republican anymore. But there is outsider vs. insider ? a theme that's
killing the insider, King County Councilmember Dow Constantine.
He's far more experienced and knowledgeable about the county's problems than
Hutchison. Which she uses as a cudgel, asking: Well, then why haven't you
solved them?
It's a good question he hasn't answered. Often his campaign changes the
subject like this: Yeah, so. But you're a pro-lifer!
I don't think that's going to work. Hutchison probably is anti-abortion ?
she won't say, which is lame ? but she's no right-winger. She supports
domestic partnerships for gays and lesbians, Referendum 71. She backs
putting a levy on the ballot for social services (which actually puts her to
the left of Constantine).
And she opposes Eyman's initiative, saying it would be "a disaster."
Everyone's against Eyman, as usual. But it sure seems like his spirit is
dominating the debate.

Tim Eyman says, right there in the text of his initiative, that the main
point is to lower property taxes for "struggling working families" and
"fixed income senior citizens."
By all accounts, it would probably do that. But based on economic forecasts,
here is what Initiative 1033 would also likely do, not spelled out in the
measure or in any public statements:
? Eventually give the richest man in the world, Bill Gates, up to a $571,000
break on the $1 million in annual property taxes he pays on his Medina
mansion.
? Slash the taxes on billionaire Paul Allen's waterfront home, on Mercer
Island, by up to $150,000.
? Over time eliminate $1.7 million of the annual property taxes that
Bellevue mogul Kemper Freeman pays on just one of his malls, Bellevue
Square.
That's due to a growing sense among tax experts that Eyman's measure, if
approved in November and then left as is by courts and lawmakers, would over
time drive the state's property tax and many county and city property taxes
all the way down to zero.
Yep, zero. As in: Property tax for those entities, over the next decade or
so, would cease to exist.
(Eyman's initiative doesn't apply to school, fire, park and library
districts, which could continue to levy property taxes as always.)
In August, the state Office of Financial Management estimated that in 2015,
Eyman's initiative would force the state to refund $1.8 billion in property
taxes. What the fiscal note didn't say ? and which got no mention that I
could find anywhere ? is that the state only collects $1.8 billion in
property taxes.
It all goes to public schools. In Olympia they call it the "state school
levy." What this means is that state economic forecasters have predicted
Eyman's initiative would eliminate most if not all of the state school levy
in five, maybe six years. That would be 25 percent of state school funding ?
gone.
On Monday, budget forecasters for the city of Seattle predicted roughly the
same thing: They say Eyman's initiative would drive the city's property tax
to zero within 12 to 15 years.
The reason is that I-1033 puts a spending cap on these governments. Then any
taxes collected over their spending limits must be returned to property
owners.
As the economy and sales- tax receipts eventually rebounded, property taxes
would be driven steadily lower. Within a number of years, fiscal analysts
are predicting that property taxes for many jurisdictions would go to zero.
If you own property, you can look at your own tax bill to see how much
I-1033 would eventually save you. The bills are itemized by how much you pay
to the state, the city and elsewhere.
That's how I calculated the figures for our local gazillionaires. I got
their tax records from the King County Treasurer and then totted up just the
state, county and city portions.
Gates, for his 50,000-square-foot, $150 million mansion, is paying $294,000
into the state's school fund this year. He pays $165,000 to King County and
$112,000 to the city of Medina. All or most of that would eventually stay in
his pockets if I-1033 were enacted.
That's a nearly 60 percent property-tax cut for Gates. Same for Allen. For
Freeman's Bellevue Square Mall, the estimated tax break is $1.7 million,
annually. This doesn't include his Bellevue Place or Lincoln Square malls
across the street, because I got weary adding up the enormous net worth of
his shopping boutiques.
Eyman has said if the tax cuts turn out to be too steep, then voters could
always choose to raise taxes again later.
OK. But even if we accept that government needs to restrain its spending ?
as I do ? why do it by pouring huge amounts of money back into the pockets
of billionaires? Are we hoping for trickle down?
It's true the struggling folks Eyman talks about would see relief as well
(if they own property.) But the net effect would be to make schools and
other government services here even more dependent on a different tax. The
one on sales.
You pay sales tax when you buy practically anything, other than food. You
pay it, for instance, if you're homeless and you buy a pair of pants. It is
the tax that hits the poor the hardest. We're already more reliant on the
sales tax than any state in the nation.
Eyman's measure would make that worse. He could have targeted his tax
relief, to help those who most need it. But he didn't. This is the rotten
core of his initiative.
Forget all the caterwauling about spending cuts. At its heart this is a
massive giveaway to the rich that does little to nothing for the poor.
To their credit, both Gates and Allen appear to know this. They are trying
to defeat Eyman's initiative (Gates with a $100,000 donation, Allen through
his company, Vulcan.) Even though it would mean huge tax windfalls to them
if it passes.
I have a feeling it's because they actually believe that quote Gates repeats
so much: "To whom much is given, much is expected."
Kemper Freeman? Not so much. He gave Eyman $25,000 for this, Eyman's 16th
stab at an initiative. As near as I can tell, it's the one of all Eyman's
schemes that benefits rich land owners like Freeman the most.
Twenty-five grand for a shot at $1.7 million a year. You gotta hand it to
Freeman ? if this passes, that's one helluva return on his investment.

However, as individuals, most of the endorsement committee has decided to
cast their vote for Pat Hailey.
Their reasoning was as follows. The candidates had similar positions on the
issues, both are more conservative than ourselves. However, we were
impressed by Pat Hailey's openness and her ability to learn and listen. We
believe that she will strive to represent all voters in the 9th Legislative
District much more than Fagan would. Also, we were able to verify that most
her financial support has so far come from people within Eastern Washington,
whereas her opponent has received a much larger portion of her money from
conservative, special interest money from outside of the state of
Washington.

Bill Paul is best for Pullman
I am writing to endorse Bill Paul for re-election to the Pullman City
Council from Ward 1, where I live.
Attentive readers will note it might seem unusual for me to support Paul. I
have disagreed with him on some issues in the past. Paul is more
conservative than I am. Nevertheless, there are several things that impress
me about him and lead me to believe he's the best person for the position. I
have spoken substantively with Paul several times and he always listens
carefully and thoughtfully. He sometimes has remarked that the issues I, or
others, have raised are ideas he has not heard before and is willing to
consider. Paul is a good listener, and that is extremely important to have
in one's local representative.
Second, Paul may be moderately conservative, but he does hold progressive
views on some key issues. These include the necessity for our community to
recycle more and find ways to effectively reduce what ends up in our local,
finite, landfill. He also is very vocal about the need to improve the
natural environment of our city, and he can point to achievements such as
the increase in bike paths in Pullman as at least one example of that.
Paul also believes in smart growth: He favors deliberate and careful
planning, openness to and support of business, and a revitalization of the
downtown area. As a local businessman for many years before he took office,
Paul enjoys the trust and support of a large cross-section of the Pullman
Chamber of Commerce. He's basically a free-market thinker. But he
appreciates that Pullman has a mixture of views and that a variety of voices
are needed in determining our future. Please help re-elect Bill Paul.

Endorsement for Dave Gibney
I am writing to endorse Dave Gibney for election in Ward Three for
the Pullman City Council. Dave does not live in my ward, but the job of
councilperson is not solely to represent one?s own ward. Dave will have to
make decisions for the whole of Pullman, and thus we all have a stake in his
election.
Gibney is running as a new candidate to council, but few people in
Pullman can claim to have the experience he has to hold the position.
Dedicated to public service in Pullman for over a decade, Dave moved here
about thirty years ago. He faithfully attends city council meetings and pays
careful attention to issues before council. He also attends other meetings,
such as the Pullman Planning Commission. He has frequently given public
testimony with others on key issues. No one I know who is not already
serving in public office, an employee of the city, or sitting on one of the
city boards is as knowledgeable about city affairs as he is. And yet as a
fresh candidate he also brings new luster to the position.
It bears repeating that Dave Gibney is one of several important
figures in the successful effort to save the old high school and convert it
into the wonderful Gladish Community Center now available for all residents
to utilize and enjoy. There is little or no compensation for such work, and
this service is a testament to his dedication to our community.
I have heard Dave speak many times and he chooses his words carefully
and methodically. I believe he will be a constructive voice on the city
council and that it is high time he be on it. Dave Gibney will be the most
qualified new addition to our representative government.
