I've also been thinking of this feature after implementing in for the Forum.

I see a need for these features or options in a GL solution

User Preferences extended to allow user to define their option
  1) All new articles and comments
  2) Only new articles
  3) Automatically on articles that I have authored or commented on

Option to subscribe to a topic or story for notifications

Need to be able to view the notifications that I have set and remove any if
desired

This will require new table(s) to track user notification requests

This could be extended to track what articles a user has seen and be able to
personalize the what's new

When there is a new story or comment, the notification table would have to
be scanned to determine who has subscribed and then loop thru the and
compose the emails. I can see this being an issue on larger sites. So a
batch job may be needed to post the new change into a table and have a job
wake up an process the notification alert code and update required tables.

It now sounds like a bigger job but this would certainly be a nice feature
to have.
If GL had this feature and a Plugin API  - I would have been able to hook
into it for the forum and I can see other plugins leveraging this feature.
