I had a discussion about using LGPL in PEAR packages some days before.
I was educated that the GPL v2 and LGPL contain a "hole" because it only talks about "distributing" software which does not include web applications - web apps are not distributed most times but their output served to the consumers.

The Affero General Public License was made to cover this case and includes one additional section for it.
The GPLv3 speaks not of distributing but of "conveying" now - I don't know if that covers web apps, but the last article I read told me not [1].

Some projects switched to a CC BY-SA license which also covers web apps, or use the Affero GPL.
