If you subscribe to the CVS updates (which I can highly recommend if you 
work with CVS code), you can see that the new install is still under 
development. Apparently the documentation is written after the new 
process is finished instead of before.
I would recommend you to accept the fact that you do not have to change 
anything in lib-common and go directly to the the install directory 
/public_html/admin/install/ and try to call the index.php there and see 
if anything there works.
