FYI: I've installed the latest version of Mantis on project.geeklog.net.

Notes to self (or in the unlikely event that anyone else has to install
an update):
- core/database_api.php and core/email_queue_api.php both need a patch
to work with Postgres (test: make a change to a bug)
- since the site footer is not configurable yet, hard-code the link to
our friendly hosting sponsor in core/html_api.php
