Can't really help you with that one, however:

That should go into the .hg/hgrc of your repository. Not sure if it has
any effect in the global .hgrc

That appears to be running "hg serve", i.e. run a tiny webserver so that
you can browse your local repository at localhost:8000. Was that on purpose?
