[geeklog-devel] Prevent disabling blocks?

I have a couple of blocks that I'd rather users not be able to disable  
via the Content tab in their prefs. What's the easiest way to do this?  
It doesn't seem to have a UI, nor could I find any sort of hidden pref  
for it. Must I resort to modifying usersetting.php? If so, what's the  
best way to make the change?
