Hmm. Which problem would it solve to add an XML import? For most people
and most situations, putting together a list of new users in a
spreadsheet is probably easier than creating some fancy XML, don't you think?

The batch import feature could certainly use some improvement, e.g. a
preview or a dry-run option, the ability to undo a batch import, things
like that. I'd rather see some work done on those first instead of
adding new import formats.
