[geeklog-devel] Dropping support for PHP 4

I think that it's good.

By the way I had no idea that I could borrow PEAR files from 1.6.1. It's
an interesting to know as I'm one of those guys stuck with PHP 4.3.9
(some Suse linux long term release). It's only until May next year
though.
