Just tested both install and upgrade with PgSQL. Both are broken. The
PgSQL upgrade code looks almost identical to the mySQL one...
Anyway, I'll take this task and I'll email you a patch when finished ;)

As far as MSSQL goes, I think that it will be trickier because, as far
as I know, that didn't work even before the new config UI....
