Yeah, maybe the editor should allow it.  Only issue is by allowing them to 
edit core groups, users can render their site useless which may be OK but 
it will definitely add a few more support issues...

Maybe a config option, $_CONF['groupeditoroverride'] or something would be 
defaulted to false but if people really wanted to edit something they 
could set it to true and get the full group editor...
