I honestly doubt it's the database. Could you try a fresh install (NOT upgrade) from CVS and see if it works, please? Nuking the DB here would be a pain.

Actually, I would wipe everything, source, databases, the whole bit and
then do a fresh install. I haven't actually tried an upgrade from CVS
yet, so I have no clue if it works or not.
