As I said: You need to be a member of the Root group yourself to make
someone else a member. If the default Admin account doesn't work for
you, see the Wiki article I pointed you to. It explains how to "upgrade"
an existing account to a Root user.
Once you're Root, edit the user in question and check "Root" for them
(under "Security Groups"). That's all (don't forget to save the user, of
course).
That part isn't new, btw. It has always been this way - just like you
assign other users to groups.
