[geeklog-devel] Drop Support for COM_siteHeader and COM_siteFooter

Plugins developers can prepare the switch with something like

if (function_exists('COM_createHTMLDocument')) {
    COM_output( COM_createHTMLDocument($display) );
} else {
    COM_output( COM_siteHeader('plugin_name') . $display . COM_siteFooter() );
}
